U are spot on about the South African interest rates. What I have noticed is that more often than not when the Rand discount rate is cut - instead of dropping in value the Rand rises against the basket. Any idea why this is the case - it appears to me to be peculiar to the Rand and suggests some sort of forex manipulation - if so - how and by whom?</description>

		<description>I live in South Africa and interest rates are definitely not 4.5%.
The discount rate is 7.5% but will in all probability be cut to 7.0% on 25 June.</description>
